Cabanisation
Cabanisation is the construction, without planning permission, of a permanent or temporary dwelling in unbuildable agricultural or natural areas, most often in flood risk zones.
The Hérault department is heavily affected by this phenomenon, which has many implications:
- social issues, as well as health and hygiene issues, when shack dwellings are the result of a lack of affordable housing
- safety issues relating to the more frequent exposure of shantytown areas to natural hazards (flooding/forest fires) and the remoteness of emergency services
This is not only an environmental issue, but also an economic one, with the discharge of untreated wastewater into the natural environment, damage to the landscape and the deterioration of the département's image.

The anti-cabanization committee meets every year. It is co-chaired by the Hérault Prefect and the Attorney General.
The purpose of this annual meeting is to take stock of the action taken and the progress of the geographical charter of local authorities (including Villeneuve-lès-Béziers) working alongside the State in the fight against shanty towns.

Unauthorised dumping
This is a one-off site, usually the result of illegal dumping by private individuals, tradespeople and businesses, to get rid of waste at a lower cost.
