Pedestrian cameras

Municipal police officers are authorised to wear individual cameras in order to make audiovisual recordings of their actions. Their use is governed by decree 2019-140 of 27 February 2019, Prefectoral decree no. 2019-01-359 of 15 April 2019and municipal by-law no. 2019-098-PM of 23 April 2019

The law strictly regulates the use of "pedestrian cameras" and provides the following guarantees for citizens and users.

  • The camera port is visible
  • Oral information of the persons concerned is recommended, except in special circumstances
  • A "specific visual signal" is visible when the recording is activated;
  • Staff who are supplied with individual cameras cannot have direct access to the recordings they make.
  • The images and sounds captured are stored in secure areas
  • Access to recordings is strictly controlled and limited
  • The images and sounds recorded are kept for 6 months and destroyed at the end of this period.
  • The right of access to files is exercised indirectly by requesting the CNIL to examine the conformity of the images and sounds stored (article 41 of law no. 78-17 of 6 January 1978 relating to information technology, files and freedoms and article 41 of law no. 78-17 of 6 January 1978 relating to information technology, files and freedoms and article 41 of law no. 78-17 of 6 January 1978 relating to information technology, files and freedoms).
