PRIOR AUTHORISATION TO LET A PROPERTY
This scheme is part of the overall policy to combat substandard housing implemented by the Communauté d'Agglomération Béziers Méditerranée. The main aim of prior authorisation to let a property is to improve the prevention of substandard housing.
The community decision of 20 February 2021 recording the extension of the rental authorisation scheme set up in VILLENEUVE-LES-BEZIERS.
This resolution validates :
- The creation of a new defined area in the Commune,
- The introduction of prior authorisation for letting a property throughout the area,
- The scheme comes into force on 1 January.er September 2021.

From now on, before letting accommodation in these sectors, the landlords concerned must apply for prior authorisation from the Agglo's housing department, which is responsible for monitoring the scheme.
Owners (or their agents) must complete the standard form requesting authorisation (cerfa n°15652*01) and send it (preferably electronically) to the housing technician in charge of inspection visits (with a copy to the Maison de l'Habitat Durable department):

Once the application has been registered, the housing department has one month to respond to the requesting owner. During this time, the Agglo's housing technician will carry out an inspection of the property concerned.
Depending on the findings of the visit, authorisation to let the property is granted, subject to conditions or refused. Reasons must be given for any decision to refuse or grant conditional permission, and the nature of the works or improvements to be carried out must be specified.
The aim of the permission to rent scheme is to improve housing, combat substandard housing and boost the attractiveness of old town centres.
