A municipal by-law is a unilateral administrative decision taken by the mayor or, on his behalf, by a deputy mayor.
It is enforceable by operation of law once it has been published, posted or notified to the persons concerned. In most cases, they are first sent to the sub-prefecture or prefecture to confirm their legality. The deliberations, decisions and orders of the Mayor may be consulted and made available to the public at the Town Hall.
A municipal by-law can be issued in all areas of municipal jurisdiction, although we are more familiar with by-laws issued under municipal policing powers.
